A response marker for §11 request handlers: answer with a Resource that
carries the raw payload bytes plus separate response metadata (§10.4 x
flag). This is the JS form of the reference implementation's
file-with-metadata response, where the reply payload and its metadata
travel as one Resource transfer.
The payload is transferred via the §10 Resource pipeline (even when it
would fit a single packet), optionally bz2-compressed, and the metadata is
delivered to the requester through the onMetadata option of
Link.request.
