Receiver-side accumulator for the segments of a split Resource (§10.3).
Each segment transfers as an independent Resource (own hash, parts and
proof) tied to its siblings by the first segment's hash (o). The
assembler stashes completed segments in order and, when the final segment
arrives, produces a synthetic COMPLETE Resource carrying the reassembled
payload plus the segment-1 metadata — which the Link routes exactly like
a single-segment resource.
Split resources transfer segments strictly one at a time (the sender
advertises the next only after the current proof), so segments complete
in order.
